NEGRI SEMBILAN
The State of Negri Sembilan; the sinallest of the four Federated Malay States, lies on the West Coast of the Malay Peninsula, to the south of the States of Selangor and Pahang. It is in fact a federation of "Nine States," consisting of the four major States of Sungei Ujong, Jelebu, Johol and Rembau, and the five minor States of Ulu Muar, Jempul, Terachi, Gunong Pasir and Inas. Sungei Ujong is mentioned in a Javanese poem in 1365 A. D, as being subject to the Javanese Empire of Majapahit. In the XVth century, it was ruled by chiefs of the old kingdom of Malacca. Nearly all the Malay inhabitants of the "Nine States" are descended from immigrants from Menangkabau in Sumatra, and have an interesting matrilineal sociological system. Portuguese accounts prove that this immigration had begun in the XVIth century. The evidence seems conclusive that original Malay federation consisted of Sungei Ujong, Klang (now a district of Selangor), Jelebu, Rembau, Naning (now a part of Malacca), Segamat (now in Johore), Pasir Besar (also in Johore, its place having been taken by Johol), Jelia (now Inas) and Ulu Pahang, the region between Ulu Serting and Temer- loh. After the wresting of Malacca from the Portuguese by the Dutch and the Johore Malays in 1641 A.D., Johore took a leading part in Negri Sembilan politics until 1773 A.D., when the Undang or Chiefs of the four major States brought from Sumatra a Yam Tuan named Raja Melewar, ancestor of the present Yang Di-pertuan Besar.
In 1874, the Dato' Klana, Chief of Sungei Ujong, the most important of the "Nine States," invited and obtained the assistance of the British Government to maintain his rule, and the appointment of a. British Resident.
In 1883, Jelebu applied for a British Officer; and Rembau agreed to refer all its disputes to the British Government, and in 1887 accepted a British Adviser. In 1889, the Yam Tuan of Sri Menanti and the Rulers of Tampin and Rembau asked for a Resident and agreed to a confederation known as "The Old Negri Sembilan." In 1895, the Resident of this confederation took charge of Sungei Ujong and of Jelebu, and the modern Negri Sembilan was constituted. Finally, in 1898, the Yam Tuan of Sri Menanti was elected titular Ruler of the whole State. The present Ruler is His Highness Muhammad, G.C.M.G., K.C.V.O., ibni Al-Marhum Antah, Yang Di-pertuan Besar, Negri Sembilan.
The area of the State is approximately 2,550 square miles. On the south it borders with Johore and on the east with Palang. In the southern part of the State, the great mountain range has disappeared, and the water-parting between the West and East Coast is merely hilly, and in place is nearly flat ground. The highest peak in Negri Sembilan is Telapak Burok (3,915 feet).

The State is divided into five administrative districts, viz., Seremban, Kuala Pilah, Port Dickson, Tampin and Jelebu. The chief town is Seremban, with an estimated population of 22,650; Kuala Pilah is the centre of a large Malay district; while Port Dickson, on the shores of the Straits of Malacca, is a very popular seaside resort with good stretches of sand providing some of the best bathing beaches in Malaya.
RAILWAYS.
The State is served by the Federated Malay States Railways with a total length of lines amounting to about 106 miles.
The branch line from Seremban to Port Dickson was closed to passanger traffic on 1st August. The Kuala Pilah-Bahau branch line is now a bridle path.
The total length of metalled roads in the State at the end of the year was 496 miles 43 chains, of which 330 miles 53 chains are tarred or asphalted.
SHIPPING.
The only port of any importance is Port Dickson, and the total tonnage which entered this and other small ports was 103.096 in 1931 as against 124,417 during the previous year.
REVENUE.
The revenue of the State in 1931 was $7,974,547 against $10,766,116 in 1930 and the expenditure was $8,856,853. The balance of assets to the credit of the State amounts to $8,959,204. Imports in 1931 were valued at $9,472,920 and exports at $14,580,287.
These figures, however, are no true index of the total trade of the State, as much of the merchandise produced and consumed in the State, passes through Selangor.

The State of Pahang lies between Trengganu and Johore, and extends along the eastern side of the peninsula from 2 deg. 40 min. to 4 deg. 35 min. N., its coast line being about 130 miles in length. The area of the State is estimated at 14,000 square miles, and its principal river, which drains a large extent of country, is known by the same name, The river Pahang is, however, owing to its shallowness, navigable for small craft only. The country is sparsely populated, there being, according to the census of 1931, 180,816 inhabitants, as compared with 146,064 in 1921.
The capital of the State is Kuala Lipis, situated at the mouth of the Lipis river where is also the seat of Government. The State is under British protection, and in August, 1888, the Sultan, acting under the advice of the Sultan of Johore, applied for a British Resident to assist in the administration of the country, which reqnist was acceded to in October of that year.
The predominant rock is slate, but granite, sandstone, limestone, quartz, and schist abound, while traces of volcanic action at some remote age are shown by the presence of basalt, trachyte, etc. As regards its mineralogy the State has always possessed a high reputation for its product of gold and tin. Though during recent periods. these have been but little sought, the wonderful old gold workings discovered by Messrs. Knaggs and Gower show that the State must, at some very remote time, have been well known and populated. Gold is worked on a large scale at Raub by the Raub Australian Mining Company, and on a small scale elsewhere by Chinese and Malays. The Pahang Consolidated Company, Ltd., have large tin mines at Sungei Lembing in the Kuantan district, and there is much tin mining in the Bentong-Raub districts and at Gambang in the Kuantan district.
The revenue for 1931. amounted to $3,714,321 and the expenditure to $5,676,944. The State on January 1st, 1932, owed $23,671,322 to other States of the Federation. The indebtedness incurred by the State is represented by public improvements that are going to prove of a remunerative character in years to come. Excellent roads have been constructed, opening up land for planting and aiding prospecting for minerals.
All principal towns are now connected by telegraph and the new trunk railway which connects the F. M. S. Railways and the Siamese Railways has been completed. "It is now possible to travel by rail from Singapore to Bangkok through Kelautan.
The quantity of copra exported in 1931 amounted to 439 tons as against 587 tons in 1930. The exports of rubber were valued at $1,647,188 as against $3,233,714 in 1930. The quantity of tin-ore exported was 3,116 tons valued at $2,236,983 being a decrease in quantity of 523 tons and in value of $996,731. The total gold from the State placed on the market in 1931 was 26,941 ounces valued at $906,665. The Raub Australian Gold Mining Company is responsible for 96 per cent of this total output.
The total value of trade for 1931 was $8,744,971 as against $14,149,402 in 1930, a decrease of 38 per cent.

THE UNFEDERATED MALAY STATES
The Malay States not included in the Federation are Johore, Kedah, Perlis, Kelantan and Trengganu.
Article 3 of the Johore Treaty of the 11th December, 1885, provided for the ap- pointment of a British Agent in Johore. By an agreement dated the 12th May, 1914, this was altered so as to provide for the appointment of a British officer to be called the General Adviser, whose advice must be asked and acted upon in all matters affect- ing the general administration of the country and on all questions other than those touching Malay religion and custom.
The States of Kedah, Perlis, Kelantan and Trengganu came under British protec- tion on the 9th July, 1909, when, in execution of the Treaty of the 10th March, 1909, the Siamese Government transferred to the British Government all suzerainty, protec- tion, administration and control over these four States. British Advisers on that day took over from Siamese Advisers in Kedah, Perlis and Kelantan. In Trengganu, an officer styled the British Agent assumed duty.
The Sultan of Trengganu, later, expressed a desire that his State should be administrated upon an improved basis, and, by a Treaty with His Majesty's Govern- ment dated the 24th May, 1919, agreed to receive a British Adviser (in place of the British Agent provided for by an earlier Treaty of the 22nd April, 1910) and to ask and follow his advice upon all matters affecting the general administration of the country and all questions other than those touching the Mohammedan religion.
The Treaty of 1909 also provided for the loan of £4,000,000 by the F.M.S. Govern- ment to Siam for the purpose of building a railway southward from Bangkok to connect up with the F.M.S. Railways system via Kelantan. This sum was subsequently increased to £4,750,000, in consequence of a decision to connect up also via Kedah. The railway via Kedah was opened to traffic on the 1st July, 1918. A fast weekly passenger service between Bangkok and Penang was inaugurated on 2nd January, 1922. A train, with sleeping and restaurant cars attached, leaves Bangkok Noi every Monday morning, arriving at Penang on Tuesday evening, and returning from Penang every Thursday morning, arriving at Bangkok Noi on Friday evening. The distance is about 1,000 miles, It is expected that the Southern Siamese districts will develop greatly as the result of the railway communication.
In general terms, it may be said that the development of the Unfederated Malay States in the last decade has been even more remarkable than that of the Federated Malay States. Their revenue, for instance, in 10 years has more than quadrupled.
Although each of the five Unfederated Malay States preserves its individuality with the greatest solicitude, there is the friendliest feeling, not only amongst them, but also between them and the Federated Malay States and the Colony of the Straits Settlements; and in any matter which tends to their common advantage, yet does not affect their individuality, there is ready co-operation. The States differ from one another in many respects, both great and small. As examples of the difference in the smaller matters, it may be mentioned that Kedah, Perlis and Trengganu adhere to the Mohammedan calendar, whereas Johore and Kelantan have adopted the Christian calendar. The system of internal administration differs very greatly; on broad lines, however, the resemblance between the States is strong. They are all Mohammedan countries, and are governed by a Ruler who is advised by a State Council. (Johore has separate Legislative and Executive Councils; in the other States the Councils are both Legislative and Executive.) They use the coinage and the currency notes of the Straits Settlements. Their European officials are British officers, almost all of whom are lent, on deputation, to them by the Governments of the Straits Settlements and the Federated Malay States. Johore, Kedah, Kelantan and Trengganu have their separate issues of stamps. The small State of Perlis (which in earlier days was a part of Kedah, and which is still closely connected with it) uses the Kedah stamps.
I JOHORE
This State occupies the southern portion of the Malay Peninsula, and has an area of about 7,678 square miles. The State is ruled by a Sultan, who is juristically independent, but politically under the protection of the British Government. The present Sultan, Ibrahim, was born in 1873, and succeeded his father, the late Sultan Abubakar, in 1895, being crowned on the 2nd of November of that year. On the 1st January, 1916, the dignity of an Honorary Knight Grand Cross of the Most Distinguished Order of St. Michael and St. George was conferred on His Highness the Sultan by His Majesty the King, and the investiture took place at Johore Bahru on May 11th, 1916. More recently, His Highness has been decorated with the Order of the British Empire in further recognition of his services during the Great War, Since 1910, the Sultan has had the services of an officer of the Malayan Civil Service as General Adviser, and other members of that service are seconded to control various departments, with the result that the government is now on a sound footing and financially one of the wealthier of the Malay States with large savings to meet the present fall in revenue. The country has made great pro- gress in material prosperity, and has attracted a good deal of European capital, invested in planting enterprises.
The revenue for 1931 amounted to $12,102,704 against $14,634,966 in 1930, and the expenditure to $14,778,518 in 1931 against $16,671,946 in 1930. Surplus assets at the end of 1931 amounted to $35,192,278. The railway, which connects Singapore with the F.M.S, system, was completed in 1909. Along its 120 miles it provides access to the extensive areas of valuable forest land not conveniently reached by the natural waterways. It is operated and leased by the F.M.S. Railways Department, which now controls the whole of the railways in the Malay Peninsula. A causeway has been constructed over the Straits of Johore, between the inainland of Johore and the Island of Singapore, carrying a railway track and a roadway. It was opened for passenger trains on 1st October, 1923. The roadway, was opened to vehicular traffic on 28th June, 1924.
The capital is the town of Johore Bahru, or new Johore, as distinguished from Johore Lama, or old Johore, the former seat of the Sultans of Johore, which was situated a few miles up the wide estuary of the Johore river. The new town is a flourishing little place on the nearest point of the mainland to Singapore island, and lying about 14 miles to the north-east of Singapore city, in 1° 26' N. It contains some 20,000 inhabitants, mostly Chinese. Public Works have received a good deal of attention in recent years and $5,404,540 was spent on them in 1931. There are now about 755 miles of roads in the State, and new roads are being constructed.
The population of the State at the census in 1931 was ascertained to be 505,309 (as compared with 282,234 in 1921), of whom 719 were Europeans, 235,019 Malays, 214,401 Chinese, 51,077 Indians, 290 Eurasians, and 3803 others. The Chinese are chiefly found as cultivators of rubber, but there is also a large Chinese population on the Jemaluang tin-field near Mersing.

European and Chinese have taken up large areas for planting, chiefly rubber, pineapples and coconuts. The export of tapioca was 248,695 piculs in 1931, as compared with 257,250 piculs, in 1929, and the values were $746,085 and $803,020 respect- ively. The export of rubber in 1931 amounted to 1,525,103 piculs, valued at $20,319,138 against 1,522,798 piculs in 1930, valued at $39,259,867., A remarkable feature of the rubber industry in this State is the large amount of land taken up by Japanese. In 1931, 645,594 piculs of copra, valued at $3,321,228 and 230,900 piculs of areca-nuts, valued at $802,313 were exported.
At the present time the principal exports of Johore are the carefully cultivated rubber, copra, gambier, pepper and areca-nuts, and the natural products of tin, timber, rattans and damar. For almost all such produce Singapore is the port of shipment.
Johore is rich in iron ore, and a mine is being successfully worked by Japanese in Batu Pahat and 488,877 tons of ore worth $2,444.387 were exported in 1931. export of tin ore in 1931 amounted to 9,986 piculs.

KELANTAN
This State lies on the Eastern Coast of the Malay Peninsula between latitudes 4 deg. 35 min. and 6 deg. 15 min. North and longitudes 101 deg. 22 min. and 102 deg. 37 min. East, with a coast line of 60 miles on the China Sea. It embraces an area of 5,713 square miles. Southern Kelantan is mountainous but Northern Kelantan is a rich alluvial plain, drained by the Kelantan and Golok Rivers and their tributaries.

Kota Bharu, six miles up the Kelantan River, is the capital, and the chief port is Tumpat at its mouth. His Highness the Sultan resides at Kota Bharu which is the capital and administrative headquarters of the State.
The chief exports are copra, rubber, betelnut, poultry, cattle, dried fish and silk textiles. The climate is healthier than in other parts of the Peninsula, there being a distinct cold season from October to February. The temperature seldom exceeds 90 deg. and sometimes falls to 62 deg., while the average rainfall is about 120 inches a year. Mr. J. Scott Mason, as British Adviser, took over the supervision of affairs from Mr. W. A. Graham, the Siamese Commissioner, on July 15th, 1909.
In 1909, the revenue amounted to $370,959 and the expenditure to $377,062. In 1930, the revenue had risen to $2,182,905 and the expenditure to $2,426,079. The public debt at the transference of the suzerainty was $150,000, upon which Siam charged 9 per cent. This debt was taken over by the F.M.S. Government, interest being reduced to 4 per cent. The debit balance of the State at the end of 1930 was $4,267,584.14 The value of the imports in 1930 was $6,276,226 against $7,522,954 in 1929, and of the exports $4,189,374 against $7,983,889 in 1929. The principal imports were;-Fish, rice, benzine, petroleum, textiles, machinery, motor vehicles, cement, timbers and planks. The tonnage of the steamers using Kelantan ports was 141,776 in 1930 against 144,384 in 1929. There is regular steamship communication with Bangkok and Singapore. The State had at the end of 1930, 1743 miles of road open to wheeled traffic, the two main roads being those from Kota Bharu to Kuala Krai (45 miles) and to Pasir Puteh (26 miles). The latter has been extended to give connection to Kuala Besut in the State of Trengganu. There is daily connection by rail between Tumpat and Kuala Gris (81 miles) and the section between Pahang and Gua Musang, 63 miles up the river and the line to the Siamese border is open for traffic, a daily service between Tumpat and the Kedah boundary, making communication with Penang an easy matter. The direct line from Kuala Lipis (Pahang) has now crossed the Southern boundary of the State and is being opened for traffic as far as Kuala Gris but there is still a gap of some 50 miles, on which construction work is proceeding, between Gua Musang and Manek Urai. Kota Bharu is in direct telegraphic communication with Kuala Lumpur and Haad-Yai. It is also connected by telegraph and telephone with the two chief ports Tumpat, and Bachok, and with Kuala Krai and Pasir Puteh.
About 484,388 acres were under cultivation in 1930. They comprised 181,493 acres devoted to padi, 8,814 to coconuts, and miscellaneous crops, and 92,536 to rubber. The export of rubber in 1930 was 122,179 pikuls, as compared with 135,127 pikuls in 1929. The export of copra was 89,976 pikuls, compared with 122,187 pikuls in 1929.

TRENGGANU
With a territory of about 5,000 square miles, an extensive sea-board, and a popula- tion at the 1931 census of 179,664, Trengganu is the least developed of all the Malay States. Its situation lies between latitudes 4° 30′ and 5° 45′ North and longitude 102° 15' and 130° 30′ East. The capital is Kuala Trengganu situated on both banks of the mouth of the Trengganu River, with a population of 13,972.
There are 145 miles of road open to traffic. Communication with the interior is by good native paths and rivers. The latter, however, are not navigable beyond a cer- tain point from the sea owing to rapids. There are no railways (except for 3 light railways on Mines).
A sixty six-mile trunk road from Kuala Trengganu to the Northern boundary of the State has been completed and opened to traffic.
Regular steamship communication is maintained with Singapore and Bangkok. and locally built motor boats maintain a passenger service along the Trengganu coast, During the North-East Monsoon, from November till March, the weather is at times such as to close the coast to shipping for short periods. The rainfall and tem- perature conditions are similar to those in the other Malay States.
Telegraph communication was established with Singapore in 1922. Telegraph offices are at Kuala Trengganu, Kretai, Dungun and Kemaman. There are small local telephone exchanges at Kuala Trengganu, Kemaman and Besut..
The total net value of trade for the State in 1931 was $6,718,876, as against $10,027,252 in 1930.
The chief Exports (1931) were:-Dried fish, $779,994; para rubber, $415,667; tin-ore, $472,191; haematite, $870,995; copra, $132,608; areca nuts, $207,982; and manganese orc, $70,784.
The chief Imports were: Rico, $951,524; tobacco, cigars and cigarettes, $289,084; cotton and silk stuff, $301,570; sugar, $127,108; petroleum, $178,210; and tinned milk, $76,901.
The Malays are ingenious and industrious, and excel as boat-builders and fisher- men. They also engage in silk and cotton weaving, net making, and iron, brass and nickel manufacturing.
The revenue of the State for the year A.H. 1350 (18th May, 1931 to 5th May, 1932) amounted to $983,675 and the expenditure to $1,163,699, the corresponding figures for A.H. 1349 being $1,235,230 and $1,445,708.
By an agreement between His Majesty's Government and the Government of Trengganu, dated 24th May, 1919, the then Sultan agreed to receive a British Adviser in place of an Agent, whose advice must be asked and acted upon in all matters affecting the general administration of the country.
Three loans totalling $3,500,000 for development purposes were granted by the Straits Settlements Government in 1922, 1925 and 1928. These have enabled the State (by resumption of concessions) to recover control of important natural resources, and to incur large expenditure on essential works of development-surveys, machinery, buildings and roads
A third loan of $1,500,000, to be spent on road construction, was approved by the Straits Government in 1928 and a sum of $1,200,000 had been drawn to the end of A.H.
The reigning Sultan is His Highness Sir Suleiman Badru'l-alam Shah, K.C.M.G. ibni almerhum Sultan Zainalabidin. He was installed Sultan on 26th May, 1920 and he governs the State in consultation with his State Council.

Situated on the north-west coast of the Malay Peninsula, between the parallels of 5 deg. 50 min. and 6 deg. 40 min. North and the meridians of 99 deg. 40 min. and 100 deg. 55 min. E., Kedah has an area of about 3,648 square miles. In the north and east the country is hilly, but the plains along the coast are well-watered and fertile.
In the northern part of the State the chief agricultural produce is rice. In the southern part the rubber industry has grown to large dimensions. The country is favourable for cattle raising.
The State came under British protection in 1909, and since then great progress has been made. Road making, bridge building and canal extension are features of the present régime, and the railway from Bukit Mertajam, in Province Wellesley, has been extended through Alor Star, the capital of Kedah, to connect with the Siamese railways on the frontier of Perlis. This connection has been completed and regular railway communication between Singapore and Bangkok has been established. The money order system has been introduced and the telegraph and telephone systems have been extended. The telephone system is connected with Penang and southwards as far as Seremban. The towns of Alor Star, Sungei Patani and Kulim are lighted by electricity,
At the 1931 census the population was 429,691, of whom 286,262 were Malays, 78,415 Chinese, 50,824 Indians and 411 Europeans.

This is the smallest of the Malay States, the area being about 316 square miles. It is situated to the north of Kedah, and its conditions are practically identical with those of Kedah. The British Advisers have followed the policy which marks British control in the Federated Malay States, and the active co-operation of the Raja and his Council has led to a great improvement in the internal administration since the assumption of British suzerainty in 1909. The Federated Malay States have completed the extension of their railway system through Perlis to link up with the Siamese railway system. Rail communication with Bangkok has been maintained since the 1st July, 1918.
The population at the census of 1931 comprised 49,279 persons, of whom 40,021 were Malays, 6,500 Chinese and about 1,790 Siamese, The revenue in the first year of British Protection was $102,522. For the Mohammedan year 1350 (19th May, 1931, to 6th May, 1932) the revenue $349,189 and expenditure $471,009, as compared with $487,436 and $573,738 in the previous year. With the transference of suzerainty a debt of $495,394 was taken over by the F.M.S. The debt has since been repaid.
Kangar, the Government Headquarters, is a busy little town of about 2,000- inhabitants. The shop-keepers besides selling sundry goods also export padi-the staple product of the country-as well as ducks and fowls for the Penang market. The chief imports are cottons for native clothing, kerosene, tobacco and sundry odds and ends used by the Malay country people. H.H. the Raja lives at Arau, 6 miles from Kangar, on the Main Trunk Railway from Singapore to Bangkok. In 1910 the State Council abolished the general duty of 3 per cent. on imported goods and now the only goods taxed on import are spirits, beer, wine, tobacco, kerosene, petroleum, matches, sugar and cartridges. The general duty of 5 per cent. on exports has been abolished and replaced by duties on rice, tin-ore, rubber, jungle produce and other specific products. In 1350 (Mahommedan reckoning), 6,238 pikuls of tin-ore were ex- ported. Many of the lime-stone hills of Perlis contain caves rich in guano deposits. The chief native cultivation is padi. Rubber is represented by a few native plantations. [Note: 1 dollar=2s. 4d. 1 pikul=133} lbs.]
