at a Meeting held on the 27th February, 1919.

Proposal to erect a Crematorium at the Colonial Cemetery, Happy Valley.-
(C.S.O. 365/1918.)
The Chairman informed the Committee that the Government considered it desirable to provide a Crematorium for general use and laid before them a plan showing a pro- posal to erect such a structure at the south-east corner of the Colonial Cemetery. The plan showed that direct access from Wongneichong Road to the Crematorium was to be provided so as to obviate the necessity of passing through the Colonial Cemetery itself in order to reach it. Quarters for a caretaker were included in the proposal, the esti- mated cost being $3,300, if the Crematorium were erected close to the road, and $5,300, if it were erected somewhat further back.
The Committee were unanimously of opinion that a Crematorium for general use should be provided and that the site suggested was a suitable one. They advised that the building should be constructed at some distance back from the road and that, not- withstanding any increase which might have to be made in the estimate, the structure itself and the apparatus required for cremation purposes should be in accordance with the latest and most up-to-date practice.

MARINE STORES PROTECTION BILL, 1919.

Laid before the Legislative Council by Command of His Excellency the Officer Administering the Government, 17th July, 1919.
1. As Chairman of the Standing Law Committee on the above Bill, which was referred to such Committee by the Resolution of the Legislative Council of the 12th June, 1919, I beg leave to report to the Legislative Council as follows:-
The following 4 members of the said Law Committee, being all the members who are present in this Colony (the Hon. Mr. J. JOHNSTONE, the fifth member of the Law Committee, being absent from the Colony), namely, the Hon. Mr. E. R. HALLIFAX, O.B.E., the Hon. Mr. LAU CHU-PAK, the Hon. Mr. C. G. ALABASTER, O.B. E., and myself, ́unani- mously resolved to recommend to the Legislative Council that the following amendments be made in the above Bill :---
(i) That throughout the Bill, the word "collector" be substituted for the word
"hawker
(ii) That the present clause 6 of the Bill be numbered 6 (1) and that a new sub-
section be added to clause 6 of the Bill to read as follows:-
(2) No dealer shall have in his possession any marine stores except at such premises as are registered by him with the Captain Superin- tendent of Police as places for storing his (the dealer's) marine
stores.
(iii) That clause 11 of the Bill be amended so as to read as follows
It shall not be lawful for any person, without permission in writing from the Harbour Master, to dredge in the waters of the Colony between a line drawn from the Westernmost point of the Island of Hong- kong to the Western side of Green Island and continued to the Western point of Stonecutters Island and from thence to the Naval Torpedo Range at Laichikok, on the West, and the Lyemun Pass, on the East.
(iv) That after the word "of" in the first line of clause 12 of the Bill, the words

An Ordinance for the more effectual protection
of marine stores.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-
1. This Ordinance may be cited as the Marine Stores Short title. Protection Ordinance, 1919.
2. In this Ordinance, and in any Regulation made Interpreta- thereunder,

'Dealer in marine stores' means any person who keeps a shop for dealing in, buying, or selling marine stores, whether solely or together with other articles.
"Marine stores" includes coal, anchors, cables, sails, old junk, old iron, old metal, scrap metal, broken metal or partly manufactured metal goods, or defaced or old metal goods: or any single one of such articles or any marine stores or marine store of any des- cription, but does not include provisions of any kind.
Marine stores [hawker]" means any person who makes use of any wharf or launch or any junk, lighter, cargo-boat, or sampan, or open boat of any description, whether belonging to him or not, in connection with buying any marine stores, either for his own use or bene- fit or for the use or benefit of another person.

Objects and Reasons.
1. The object of this bill is to prevent thefts which take place in and in the neighbourhood of the harbour of marine stores which are defined so as to include coal, and though based upon the provisions of Ordi- nance 4 of 1875, it is much wider in its scope than that Ordinance inasmuch as coal and marine stores belonging to companies, firms, and individuals as well as to the Crown are liable to be stolen. The Ordinance also includes for the first time marine [hawkers] as well collectors as dealers in marine stores and compels such [hawkers] collectors as well as dealers to take out a licence for that purpose
with the proviso that such [hawkers] can only apply for collectors a licence through a dealer, who is required to put up security for such [hawker] (see clause 3). Such licence collector is granted and held at the discretion of the Captain Superintendent of Police on such conditions as to fees and subject to such regulations as may be prescribed by the Governor in Council (see clause 4).
2. Every dealer in marine stores is required to keep
a book with reference to such stores (see clause 5).
3. Clause 6 A enables the police to inspect the ^(1) goods of the dealer or [hawker] and the books and papers collector of the dealer. Clause 6 (2) renders it necessary for a dealer to register with the Police the premises at which he stores his goods. Promiscuous storage of goods at unregistered premises might obviously lead to abuses.
4. Clause 7 prohibits a dealer in or [hawker] of collector marine stores from selling provisions of any kind.
5. Clause 8 restricts a marine stores [hawker] to collector buying stores of the same kind or kinds as the dealer who stands security for him.
6. Clause 9 prohibits a marine stores [hawker] from collector selling any marine stores of any kind.
7. Clause 10 enacts a penalty for being found in possession of any marine stores and not being able to account for same.
8. Clause 11, which owing to modern commercial conditions has to be wider in its area than section 11 of Ordinance 4 of 1875, prohibits dredging without the written permission of the Harbour Master in certain waters [if within 100 yards of any wharf or dock or ship- of the ping or victualling or engineering or repairing yard].
9. Clause 12 relates to penalties.
10. Clause 13 refers to certain marks on certain of His Majesty's stores and enacts a penalty for the unlawful application of such marks to such stores.
11. Clause 14 enacts a penalty for obliterating marks on His Majesty's stores.
12. Clause 15 confers power to apprehend suspected offenders, and clause 16 empowers the police to stop and search boats and persons on suspicion.
13. Clause 17 preserves the power of prosecution under other Ordinances.
14. Clause 18 repeals Ordinance 4 of 1875.

REGULATIONS PROPOSED TO BE MADE UNDER SECTION 6 OF THE PLACES OF PUBLIC ENTERTAINMENT REGULATION ORDINANCE, 1919.
Laid before the Legislative Council by Command of His Excellency the Governor, 30th October, 1919.

As Chairman of the Standing Law Committee on the above Regulations, which were referred to such Committee by the Resolution of the Legislative Council of the 18th September, 1919, I beg leave to report to the Legislative Council as follows :—
The following four members of the said Law Committee, being all the members who are at present in this Colony (the Hon. Mr. J. JOHNSTONE, the fifth member of the Law Committee, being absent from the Colony), namely, the Hon. Mr. E. R. HALLIFAX, O.B.E., the Hon. Mr. LAU CHU-PAK, the Hon. Mr. C. G. ALABASTER, O.B.E., and myself, unani- mously resolved to recommend to the Legislative Council that the following amendments be made in the above Regulations:-
(i.) That Regulation 1 be amended to read as follows:--
1.-(1.) Any person who desires to keep or use any building or place (other than a matshed) for a public entertainment shall (subject to the currency of any existing licence for such building issued under the Theatres Regulation Ordinance, 1908), if not Chinese, send in an application in writing to the Captain Superintendent of Police, and, if Chinese, send in an application in writing to the Secretary for Chinese Affairs, which shall contain the following information:-- (a.) The names, descriptions and addresses of the person or
persons making such application.
(b.) The character of the entertainment for which such pre- mises are proposed to be used and the locality of such premises and the general nature of the proposed building. In the case of an application by a person not Chinese, if the Captain Superintendent of Police approves of such application he shall send on such application to the Building Authority. In the case of an application by a Chinese, if the Secretary for Chinese Affairs approves of such application he shall send on such application to the Captain Superintendent of Police for his approval and if the Captain Super- intendent of Police approves of the application, he shall send on such application to the Building Authority.
The Building Authority shall, unless, owing to special circumstances, he chooses to grant any modification under Regulation 45, be sup- plied by the applicant with plans, elevations and sections to a

scale of not less than 1% of an inch to a foot together with a block plan showing the position of such premises in relation to adjoining buildings and public streets with such completeness as the Building Authority may require. Such plans shall be amended in any parti- cular required by the Building Authority and shall be retained by him, and shall show the number of persons to be accommodated in the various parts respectively of such premises and the area to be assigned to each person, which shall not be less than 2 feet 3 inches by 1 foot 8 inches, also the widths of all staircases, corridors, gangways, and doorways and the heights of all tiers and other parts of the buildings. Such plans shall be drawn on tracing cloth and shall be submitted in duplicate, and copies of such plans shall be posted on the licensed premises by the licensee.
(2.) The Captain Superintendent of Police may, upon being informed by the Building Authority that he has no objection, issue a licence for the public entertainment to be held in such building or place. (ii) That in Regulation 7 the word "two" be substituted for the word
'three" and the words "horizontal divisions" be omitted.

(xvi.) That in Regulations 42 and 44 the words "Captain Superintendent of
Police" be substituted for "Building Authority".
(xvii.) That in Regulation 43 the words "and shall be" be inserted before the
word "maintained".
(xviii.) That in Regulation 47 all the words after "$500" be omitted. (xix.) That in Regulation 48 the words "Places of Public Entertainment Regulation Ordinance, 1919" be substituted for the words "above named Ordinance".
(xx.) That in Regulation 49 the words "upon summary conviction to a fine not exceeding $25" be substituted for the words "to a penalty not exceeding $25 to be recovered summarily before a Magistrate", and also that the words from and including "but nothing" down to the end of Regula- tion 49 be omitted.
(xxi.) That Regulation 52 be altered so as to read as follows:
52.-(1.) Any person who desires to use any matshed for a public entertainment shall send in an application to the Secretary for Chinese Affairs which shall contain the following information:-
(a.) The names, descriptions and addresses of the person or
persons making such application.

Printed copies of plans and sections suitable for submission in accordance with this requirement may be obtained from the office of the Building Authority on payment of a fee of $5 in each case.
(2.) The Captain Superintendent of Police may, upon being informed by the Building Authority that he has no objection issue a licence for a public entertainment to be held in such matshed.
(xxii.) That in Regulation 53 "practicable" be substituted for "possible". (xxiii.) That in paragraph 15 of Regulation 55 the words "and in which the
matter is urgent" be inserted after the words "desirable to do so". (xxiv.) That in Regulation 56 the words "shall be liable upon summary convic-
tion to a fine not exceeding $500" be substituted for the words liable to a fine of $500".

Proposal to erect Quarters on Leighton Hill for the Junior European
Officers of the Civil Service.—(C.S.O. 2923/1918.)
The Chairman informed the Committee that the Government proposed to erect two blocks of quarters on Leighton Hill, each containing four 5-roomed houses, or 8 houses in all. The buildings would be two-storied, the floors of the upper storey being con- structed of reinforced concrete and any roof principals required being of steel. All possible measures were to be adopted in connection with the construction of the build- ings with a view to reducing the cost of maintenance as far as possible.
As the Staff of the Public Works Department was already fully occupied with other buildings, the design and construction of the quarters under consideration had been entrusted to Messrs. DENISON, RAM & GIBBS, whose plans were submitted. Messrs. DENISON, RAM & GIBBS had been requested to furnish an estimate of the cost of the buildings, including their commission and all other charges, and had replied as follows:--

"We have gone into the question of the cost of the two blocks including forming the site, approach roads, paths, etc., etc., as well as our commission, "and believe that it will amount to $240,000 but the fluctuating prices of materials and workmanship make pricing very difficult at the present time."

The Committee approved of the proposal and of the plans generally, but considered that the estimate, which amounted to $30,000 per house, was unduly high. They ́ requested that tenders might be invited and that they should be referred to them for consideration.

The Chairman reminded the Committee that they had requested that the tenders for the above-mentioned buildings should be referred to them. He submitted a list of the tenders received and informed the Committee that the lowest tender had been carefully scrutinized and that, where considered necessary, the Contractor had been requested to amend his prices. The tender was now considered to be a fair and reasonable one.
After eliminating the cost of the approach road and paths, which would serve for additional blocks of quarters to be erected in proximity to those under consideration, the estimated cost of the 8 houses about to be built, including Architects' Commission, amounted to $209,550 or, say, $26,200 per house.
After fully discussing the matter, the Committee agreed to recommend that the lowest tender be accepted and that the work be proceeded with.

The Chairman informed the Committee that it was proposed to construct residences for some of the principal Government Officials round Mount Gough, below "Tanderagee which was acquired by Government, in 1917, as a residence for the Honourable the Colonial Secretary. Findlay Road, which was being extended, would afford access to the sites of the proposed residences. Nine houses would be required and it was intended to proceed with the erection of four of them at an early date. It was proposed to form the sites, including the construction of retaining walls where necessary, in conjunction with the extension of Findlay Road. He submitted a plan showing that the buildings were to be 2-storied and that the accommodation to be provided in each house was as follows:-dining room, drawing room, sitting room, 1 bedrooms, 4 bathrooms, drying-room, kitchen, pantry, larder, and wash-house. Suitable enclosed verandahs were also provided. The servants' quarters contained 6 small rooms and a kitchen. A base- inent, 6' 9" high, extended underneath the greater part of the main building.
In the construction of the buildings, all possible precautions would be taken with a view to reducing the cost of maintenance. The walls would be of brick in cement mortar, the floors would be of reinforced concrete, those of the living rooms being covered with boarding and those of the verandahıs, bathrooms, kitchen, etc., being laid with tiles, whilst any roof principals required would be of steel.
The estimated cost of each house was $38,000, including the installation of electric light, electric bells, and other accessories.
His Excellency the Officer Administering the Government had suggested, with a view to reducing the cost of the buildings, that no basement should be provided.

After full discussion, Members unanimously agreed to recommend that the erection of the buildings in accordance with the plan submitted be proceeded with. They con- sidered that a good basement was indispensable in the case of houses erected in the Peak District.

The Honourable Mr. CHALONER GRENVILLE ALABASTER, O.B.E., attended the meeting by request.
Proposal to construct a small trough-closet and urinal at Barker Road Station.-(C.S.O. 3160/1919.)
The Chairman submitted plans showing the levels of the roads in the vicinity of Barker Road Station and the position in which it was proposed by Government to con- struct the convenience. The position was on the hillside immediately to the north of the Station and below the level of Plantation Road, the roof of the proposed structure being about level with the road. With regard to the two sites suggested by the Sub-Commit- tee of the Sanitary Board in their report dated the 14th August, 1919, he explained that, owing to their distance from the Station and the steepness of Plantation Road, it was extremely improbable that the existing nuisance would be remedied if the convenience were located on either of them. He mentioned that trough-closets existed in several parts of the City, in proximity to houses of a superior class, occupied by Europeans, and no complaint with regard to these had reached him.
Mr. Alabaster stated that he had not realized, from the plan submitted to the Sani- tary Board, that the site proposed by the Government was in the position which had been explained. He therefore withdrew his opposition to the proposal.
It was unanimously agreed to recommend that the construction of the convenience * in the position proposed by Government be proceeded with.
