“ The best ferry services in the world ..."
Hong Kong has been credited with “ the best ferry services in the world ”, and they need to be to
cope with the millions of passengers and vehicles carried each year, shuttling busily backwards and for
wards from early morning until the small hours of the next day.
The Hong Kong and Yaumati Ferry Company Limited operates a fleet of 69 diesel-engined ferries
of which 14 are vehicle ferries. The company maintains 11 ferry routes inside the harbour between
Hong Kong Island and Kowloon , of which three are vehicle ferry routes .
The vehicle ferry routes consist of a combined passenger-vehicle link between the Central District
and Yau Ma Tei in Kowloon, a new route for vehicles only between North Point and Kowloon City
recently introduced, and a double-decker vehicle ferry service between the Central District and Yau Ma
Tei which has been newly converted from a single-decker service .
Ferries to outlying districts call atMa Wan, Castle Peak, Tung Chung, Sha Lo Wan and Tai O ;
Peng Chau , Silver Mine Bay, Chi Ma Wan and Cheung Chau ; Tsing Yi Island and Tsuen Wan, and
Sok Kwu Wan and Yung Shue Wan on Lamma Island. There is also a service from Tai Po Kau to
Tap Mun in Tolo Harbour.
During 1965, 155.5 million passengers and 4.1 million vehicles were carried, an increase of 7.5 per
cent and 12.2 per cent respectively over 1964. Vehicle ferry traffic has grown at the remarkable rate
of 20 per cent a year since 1960.
Thecompany has a depot with three slipways and a building berth for the servicing and construc
tion of ferries. Four new ferries came into service during the year. They were two new double- ended
ferries each 146 feet in length overall and 27 feet in breadth moulded, with a carrying capacity of 734
persons, and two new passenger-vehicle ferries each 170 feet in length overall and 42 feet in breadth
moulded, with a carrying capacity of 846 persons and 40 vehicles .
An excursion ferry cruise operated during the summer months provides themost economical and
popular 24 hours cruise around Hong Kong Island. Fares are HK $ 2.50 per adult, HK $ 1.50
per child i.e. US $ .43 per adult, US $ .26 per child or 3s. 2d. per adult, Is. 10d. per child.

merchant companies whose names are today known

change, Hong Kong established a reputation for
stability, integrity and progress. Chinese immi
grants who had come to the Colony to make their
fortunes stayed to make their homes . The popula
tion, numbering only a few thousand fishermen and
pirates when the British came, began to increase
rapidly. By the turn of the century it was 100,000 ;
the first census in 1931 showed it to be 840,000.
Then , as war Aared between China and Japan,
came an avalanche of people that threatened to
submerge Hong Kong. It was estimated that 100,000
people entered the Colony in 1937, 500,000 in
1938 , and 150,000 in 1939. By the end of 1941
there was an estimated population of 1,600,000 . *****
The increase has continued in the post-war years .
An estimated one million people have entered the
Colony from China since 1949 and more than
108,000 births are recorded annually. The result is a
population approaching four millions.
In the past 15 years Hong Kong has emerged as
a major manufacturing centre and has ceased to
rely on its role as aa trading port. The harbour
remains as important as ever it was, however, for
all raw materials are brought from overseas and
the finished products must be exported if Hong
Kong is to survive. This new industrial economy,
of which the port is an integral and indispensable
part, has generated new prosperity in Hong Kong.
This in turn has enabled the Hong Kong Govern
ment to carry out a social programme unequalled
in Asia . More than 870,000 people live in govern
ment- built housing estates (known locally as

GEOGRAPHICAL POSITION
The Colony of Hong Kong lies between : latitude
22° 09' north and 22 ° 37 ' north ; longitude 113 ° 52'
east and 114° 30' east.
GEOGRAPHY
Hong Kong lies just within the tropics on the
south-eastern coast of China. The Colony consists
of 236 islands and islets , many of them waterless
and uninhabited , and a portion of the Chinese
mainland east of the Pearl River estuary adjoining
the province of Kwangtung. With the exception
of the southern and north -western parts of the
Kowloon peninsula, the whole of the territory is
mountainous and rugged . Land for building
purposes is obtained largely by reclaiming the
harbour or by levelling hills.
Hong Kong Island, 11 miles from east to west
with a maximum width of five miles, rises steeply
from the sea to a range of hills whose highest point
is 1,823 feet.
The magnificent natural harbour, which is
almost land-locked, has an area of 23 square miles.
It varies in width from one to six miles and is one
of the finest and most beautiful harbours in the
world .

All surveys in Hong Kong are plotted on the
Colony grid which is a Cassini plane rectangular
one with a false origin south-west of the Colony.
Urban Hong Kong Island, Kowloon and New
Kowloon are surveyed at the large scale of 1/600
( 50 feet to 1 inch) because of the congested and
crowded conditions in the built-up areas .

HOW HONG KONG IS GOVERNED
The principal features of the constitution are
prescribed in Letters Patent, which provide for a
Governor, an Executive Council, and a Legislative
Council . The Executive Council, which is presided
over by the Governor, consists of five ex officio
and nine nominated members . The nominated
members include eight unofficials, of whom four
are Chinese and one Portuguese. The main func
tion of the Executive Council is to advise the
Governor, who must consult its members on all
important matters .
Four ex officio members serve on the Legislative
Council , which is also presided over by the Governor.
In addition there are eight other official members
and 13 unofficial members . Of these unofficials,
nine are Chinese and one Indian . Procedure in
the Legislative Council is based on that of the
House of Commons.
THE ECONOMY
Although no special benefits are available to
industry by way of profits tax or protective tariffs,

BANKING
The Banking Ordinance 1964, provides that
banking business shall be transacted in the Colony
only by a company licensed for that purpose. Each
bank is required to have a minimum paid -up
capital of $5 million , or the equivalent in foreign
currency , and to build up published reserves of an
amount equal to its paid - up capital . At the end of
1965 there were 74 incorporated banks in the
Colony, of which 34 were incorporated in Hong
Kong. A total of 301 banking offices were main
tained , and a total of 51 banks were authorized to LUB.AMERICAN MACH CO .

Modern factories make goods for export in a
wide range of price and product. Domestic
exports in 1965 were $ 5,027 million. The textile
and garment manufacturing industries exported
52 per cent by value of this total.

PORT REVIEW FOR THE YEAR ENDING
31ST MARCH , 1966
For the twelve months ending on the 31st March ,
1966 , 6,378 ocean-going vessels of 20,564,152 net
tons entered the port compared with 6,276 vessels
and 19,882,114 net tons at the corresponding date
in the previous year. The number of ocean - going
vessels entering the port continues to increase and
has in fact risen by 6.5 % over the last four years.
The number of vessels cleared has shown a similar
increase. During the year a total of 6,942,406 tons
of cargo was discharged and the deadweight tonnage
of cargo loaded , 2,290,148 tons, has increased by
18.8 % in the last four years .
In common with other major ports, Hong Kong
continues to attract an ever-increasing number of
vessels of greater tonnage, carrying more cargoes
both to and from the port. To meet the demands
likely to be made on the port in the future, emphasis
has been put on forward planning. A modern
ocean terminal was opened in March, 1966 , and a
new tanker terminal at Nga Ying Chau , capable
of accommodating vessels of 60,000 gross tons,
came into operation in January of the same year.
The ocean terminal provides 74 acres of wharf and
transit shed space at ground level , together with
passenger facilities, a shopping centre and car
parks on the floors above. The terminal was built
with the assistance of substantial grants and loans
from the government. Other improvements to
port facilities include the recent introduction of
double - deck vehicle ferries within the harbour,
believed to be the only such service in the world.
The implementation of a scheme to increase the
working efficiency of the western harbour, where
the majority of ocean moorings are located , has
resulted in 12 additional mooring buoys being laid
during the last two years , and others have been
resited and renumbered while anchorages and
fairways have been re -aligned and marked in
accordance with the uniform system of buoyage .
At the end of the year, 64 mooring buoys were
available for ocean-going vessels and the full im
plementation of the scheme will result in a total
of 73 mooring buoys being available by the beginning
of 1968 .
In the early months of 1965 international recogni
tion was accorded Hong Kong's position as a
centre of recruitment of seamen in the invitation
extended to the Colony to send a delegation to
the Second Asian Maritime Conference in Tokyo .
This Conference was sponsored by the Interna
tional Labour Organisation and it was in the spirit
of the International Labour Organisation's Con
vention on the subject that a Seamen's Recruiting
Office was established in Hong Kong in 1965 .

PASSENGERS
In recent years Hong Kong has attracted an
ever-increasing number of tourists and in 1965 وو

$70 million ocean terminal, centrally situated at
the tip of the Kowloon peninsula. Officially opened
in March, 1966, by the Governor, Sir David Trench,
the terminal provides berthing space for four ocean
going liners and 190,000 square feet of platform
space on its marine deck for cargo -handling facilities.
It is 1,250 feet long, 250 feet wide and 75 feet high.

LOAD LINE RULES
The maximum depths to which a ship is entitled
to be loaded at different seasons in various parts
of the world are laid down in Part XI of the Load
Line Rules , 1958 , and the various zones and seasonal
areas are described in the Third Schedule. These
Rules are extended to Hong Kong by virtue of the
Merchant Shipping Load Line Convention (Hong
Kong) No. 1 Order, 1938. A chart of the zones and
seasonal areas is reproduced in Page 76, and from
this it can be seen that Hong Kong is on the border
line of a seasonal tropical and a summer zone. Ship
masters must, therefore, exercise considerable care
in loading their vessels so as not to exceed the
appropriate marks, taking into consideration their
route to and from Hong Kong and the season of the
year.
WHARVES AND WHARF CHARGES
The wharves used by commercial shipping Wwere
built and are maintained by companies which have
exclusive control of their operation , ownership
having been vested in them by lease from the
Hong Kong Government since 1950. The Hong
Kong & Kowloon Wharf & Godown Co. Ltd. oper
ates six ocean berths on the Kowloon peninsula .
In addition, an ocean terminal pier caters for four
average size vessels or two large passenger ships.
A further two ocean berths are operated on the
Kowloon peninsula by Holt's Wharf. Details are
given in Page 50.
TOREA OOR
On Hong Kong Island , North Point Wharves
Ltd. operate two ocean berths. The Taikoo Sugar
Refining Co. Ltd. also have two ocean berths at a
pier in Quarry Bay adjacent to their factory. The
H.K. & Kowloon Wharf & Godown Co. Ltd. have a
coastal berth at West Point, and the China Mer
chants Steam Navigation Co. Ltd. operate two
berths at a pier in the same locality which are also
only suitable for coastal vessels.

GODOWNS
Warehouses and transit sheds are referred to
in Asia as godowns. The total godown capacity
available for the storage of goods in Hong Kong is
among the most commodious of any port in the
world . Apart from general cargo, there are facilities
for the storage of grain , sugar, four, refrigerated
goods and dangerous goods . Details are given in
Page 65 .

Usually ship's gear is used for loading or
discharging cargo alongside wharves or in the
stream , but heavy lifting gear is available in the
port when required. The wharf and godown com
panies are fully alive to the advantages and increased
efficiency resulting from mechanisation and the
most modern equipment is available for the rapid
and safe movement of goods between godowns,
ships and lighters. Details are given in Page 54–57 .
DANGEROUS GOODS
Dangerous goods on board ships in Hong Kong
are controlled by the Marine Department under
the provisions of the Dangerous Goods Ordinance,
1956. The Dangerous Goods ( Shipping) Regula
tions, 1964 control, among other things, the move
ments of three different types of vessels and the
precautions required in the loading, discharging
or conveying of dangerous goods while these
vessels are in Hong Kong waters. The procedure
for reporting dangerous goods on board and the
penalties for the contravention of, or non - compli
ance with, the regulations are also prescribed . All
substances considered dangerous are classified in
the Dangerous Goods ( Classification) Regulations
1964. Categories in these regulations are based
upon recommendations made from time to time
by the British Ministry of Transport.

such as anchors and cables , for which test certificates can be supplied , chemical analysis , drawing office

Tank Erection by Chicago Bridge ( Philippines) Inc.
Site formation and tank foundation work involving the excavation of 170,000 c.y.
of hillside and the reclamation of 6 acres of sea bed together with the construction
of 2,240 ft. of seawall commenced in January 1965 and had advanced sufficiently
by May 1965 for tank erection to commence. Final completion including all foun
dation, drainage and bund works was achieved in February 1966.
The tanker berth was constructed for vessels of 65,000 tons displacement — the
largest berth of its kind in Hong Kong. The facility includes also duplicate berths
for 1,500 tons local service tankers and fendering for barges and lighters. Construc
tion commenced in August 1965 and the first tanker to discharge its cargo at Nga
Ying Chau was berthed 4 months later in mid -December 1965.
