I enclose a copy of a report by the Nationalists' official news agency, the Central News Agency, of testimony given by Chiang Ching-kuo before the National Defence Committee of the Legislative Yuan on 21 March.

There is nothing new in this although "the Prince", as he is often known, seems to have struck a more bellicose note than his father in, for example, his New Year's Day Kessage in January (my letter 1/2/2 of 17 January).

3. Despite the references to "closed doors" and "secret hearing" there can be little doubt that the apparent leak was intended.

Defence Minister Chiang Ching-kuo assured the nation yesterday that all the Chinese armed forces were determined to take up whatever task that might be assigned to them even at the cost of their lives.

Testifying before the National Defence Committee of the Legislative Yuan, Minister Chiang pointed out that all the men in the military rank and file would rather die an honorable death than living a shameful life.

He expressed the confidence that all soldiers of the Chinese forces were ready to shed their blood to carry out their duties and fulfill their mission; that they were all ready to accept the test of the epoch, shoulder up their combat duties for the cause of freedom and peace and for the recovery of the mainland and rehabilitation of the nation.

He told the lawmakers behind closed doors that the mainland situation today was extremely fluid and the Peiping regime was on the brink of a total collapse.

In other words, he said, the time for the Republic of China to launch a counter-attack against the mainland was drawing near.

According to sources close to the secret hearing, Minister Chiang has explained that all the officers and men in the Chinese armed forces are fully aware of how difficult the task they are to take up.

Once the order of "marching forward" was given, Chiang said, all the soldiers would surely not hesitate to do what they were told to do and live up to their name as a soldier for honour, for duty, for country, and for victory.

And the people of the country would certainly stay united to give their full support to the men in uniform at the front.

The government today has spared no effort in improving its efficiency. It has also been doing its best to lead the nation in carrying out what President Chiang Kai-shek has demanded that the nation endeavour to learn the new, seek for the truth, lead a meaningful life, and have things done.

It is most important for the government and the people to try to eliminate all wastes and make good use of the country's manpower, natural resources and money so that the country's combat strength can be developed to its top level.

Elaborating, the defence minister was further quoted as having pointed out that the armed forces and the civilians alike would counter the evil ideology of Communism with the thoughts of national salvation which was also the thoughts of the Three Principles of the People. They should positively promote the spirit of seeking the initiative and taking up their duties under the enlightened leadership of President Chiang and fight the enemy's confusion-stricken organisations with well organised systems and progressive methods.

Only if all the free Chinese stay united and dedicate themselves

to the cause of national revolution for the reunification of the country, the self-feuding forces of Mao Tse-tung and his cohorts could easily be wiped out.

Commenting on the Chinese-American Mutual Defence Treaty, Minister Chiang said that military cooperation between the Republic of China and the United States had been very good and was still improving. he said that he had no doubt that any military attempt of the Communists would definitely be defeated.

The Republic of China's sacred war with the Communists, he said, was the key factor to determine whether the 5,000-year-old culture of the country would terminate or continue to flourish. And victory of the Republic of China's struggle against Communism would be the only hope for the 700 million Chinese compatriot behind the Bamboo Curtain to regain their freedom and rebuild their destroyed family system. Co-existence with the enemy was something that was absolutely out of consideration.

The people of the Republic of China is determined to show the Communists that they are far superior in technical know-how, wisdom, courage, and ability.

And the country will concentrate all its strength for the eventual showdown by turning new conceptions, and new spirit, into new determination and new actions. There is not even the least doubt that the mission of reconstructing and rehabilitating the nation will be a complete success under the leadership of President Chiang.

The committee hearing was presided over by covener of the

National Defence Committee Tsang Yuan-tsun.

More than 80 members of the committee were present.

In the absence on leave of the United States Ambassador here, I paid a courtesy call recently on Mr. Hummel, the Chargé d'Affaires. Bearing in mind your letter to

Reg Brereton FCN 1/1 of 2 February, I think you would like

2. Hummel made it quite clear that there is no question of United States support for military intervention on the mainland by the Nationalists or, in his opinion, of the Nationalists going it alone. He did not discount the possibility that by assembling every ship they had, commercial as well as military, and every piece of equipment, the Nationalists might be able to put a few thousand men ashore. But they had insufficient resources to maintain them there and the lot, Hummel said, would undoubtedly be annihilated. I ventured to suggest that the Nationalists might nevertheless be tempted to take the risk in the hope, however misplaced, that the United States would in the last resort feel bound to go to their assistance, if only to mount a rescue operation. Hummel replied that some years ago, it had come to the notice of the United States that the Nationalists were contemplating some sort of military foray against the mainland (he did not go into details; perhaps not more than a small scale probe was intended) and the United States had told them flatly to desist and had threatened to renounce the mutual Defence Treaty of 1955 if they did not do so. The United States had recently reminded the Nationalists of the terms of the treaty and the exchange of notes which accompanied it and Hummel had no doubt that Chiang Kai-shek and his senior officials had taken the point that the United States would not back them in any military move against the mainland.

Hummel said that other considerations would arise if the Nationalists were ever to be invited to return to the mainland, e.g. if there should ever emerge from the present dispute any substantial body of anti-Communist sentiment which might call on the Nationalists for assistance and persuade them that they could mount and carry through a military venture from their

own resources.

But even in such circumstances, Hummel told me, "I think we can handle them". I took this to mean that U.s. policy, at least as seen in the United States Embassy here, is at all costs to confine the Nationalists to the territory they now control.

4. When Hummel referred to the military action threatened by the Nationalists some years ago, and the U.S. reaction to it, he told me that he was speaking for my private information. I doubt whether he would have expected me to keep this entirely to myself but I mention the point since he was frank and helpful and I would not wish to embarrass him. Hence the "Guard" marking.
